Bereaved Family Files Criminal Complaint Against School Officials After Fatal Okinawa Boat Capsizing
Tragic Loss During School Field Trip
The parents of Tomoka Takeishi, a 17-year-old student who tragically lost her life in a boat capsizing incident during a school field trip to Okinawa on March 16, held a press conference to disclose details regarding a formal criminal complaint.
The family filed the complaint with the 11th Regional Coast Guard Headquarters against 11 individuals, including the principal, grade director, and chaperoning teachers of Doshisha Kokusai High School, as well as representatives of the local coordinating organization. The complaint, alleging professional negligence resulting in death, was officially accepted on July 13.
Allegations of Severe Safety Management Failures
According to the family and their legal representative, the vessel utilized during the study tour was not registered for passenger transport and lacked basic safety measures suitable for high school students. Video footage from previous years showed boats navigating rough waters at high speeds, yet school officials allegedly failed to conduct preliminary inspections, arrange safety briefings with the captain, or have teachers accompany students on the boat during the trip.
“The school had multiple opportunities to prevent this tragedy,” the father stated during the press conference, emphasizing that institutional responsibility must be addressed rather than attributing sole blame to the vessel’s captain.
Key Demands from the Family
Having endured months of grief along with misinformation and online harassment, the family reiterated three central demands:
- Comprehensive Truth-Finding: Fully investigating why the safety oversights occurred and how the trip was authorized.
- Legal Accountability: Holding both school administrators and partner organizations accountable under the law.
- Preventative Measures: Reforming safety management protocols for extracurricular school activities across Japan to ensure such a tragedy never recurs.
